These bills are highlighted in the 2008 Condominium Bluebook:

Senate Bill 528 introduced by Senator Aanestad, signed by Governor Schwarzenegger and filed on September 26, 2007 at Chapter 250. This new law took effect on January 1, 2008. It amends Section 1363.05 of the Civil Code relating to board of director meetings. This new law requires notice of board meetings to contain the agenda for the board meeting and prohibits the board of directors from discussing or taking action on any item at a non-emergency meeting unless the item was first placed on the agenda included in the notice of board meeting distributed to the owners. The board of directors is permitted to take action on any item of business not appearing on the agenda posted and distributed if (1) a majority of the board of directors present at the meeting determines that an emergency situation exists, (2) the board determines, by specified vote, that the need for action came to the attention of the board after the agenda was distributed, or (3) the item appeared on an agenda that was posted and distributed not more than 30 calendar days before the date that action is taken on the item and, at the prior meeting, action on the item was continued to the meeting at which action is taken.

Assembly Bill 691 introduced by Assembly Member Silva, approved by the governor and filed on September 26, 2007, at Chapter 236. This legislation extends certain provisions of the Business and Professions Code until January 1, 2012 that would have become inoperative on January 1, 2008, and makes numerous, non-substantive and techincal changes in the requirements for becoming a "certified common interest development manager."

Senate Bill 998, introduced by Senator Cox and filed with the Secretary of State on July 20, 2007. Current law requires nonprofit mutual benefit corporations to file statements annually with the Secretary of State. The information statement must now include the mailing address, as well as the physical address, of the corporation.

Assembly Bill 114 (Chapter 343) amends the statute regarding modification of a parcel map by a local agency.

Assembly Bill 14, The Civil Rights Act of 2007, exempts the protections of volunteer officer and director liability for nonprofit corporations which unlawfully restrict membership, services or benefits on the basis of political affiliation, age or any characteristic listed or defined Civil Code Section 51, the Unruh Civil Rights Act.
